Notice regarding non-EEA doctors

Registration with the Garda National Immigration Bureau

As and from 1 July 2009 revised immigration arrangements will apply for non-EEA doctors who are registering with the Garda National Immigration Bureau in Dublin or at their local registration office.

The change is being introduced at this time as the category "Temporary Registered Doctor" is no longer used.  The procedures for granting permission to remain in the State are unchanged but it has been decided to register all non-EEA doctors on Stamp 1 basis in the interest of overall consistency. 

The change means that all doctors registering for the first time with GNIB will be granted immigration Stamp 1 for the duration of their contract or the duration of their Employment Permit where they hold such a Permit.   Those doctors who were previously in the State as "Temporary Registered Doctors" and who were previously granted immigration Stamp 4 may have Stamp 4 renewed to the expiry date of their new contract.

From 1 January 2010 it is intended that all non-EEA doctors, either registering with GNIB for the first time or renewing registration, will be granted Stamp 1.

It should be noted that doctors who are given Stamp 1 and who are registered in the Trainee Specialist Division of the Medical Council's Register may work as a trainee without the need to obtain an Employment Permit from the Department of Enterprise, Trade and Employment.   A non-EEA doctor who does not have current permission to remain is not entitled to seek or take up employment in the State.
