Civilianisation
Over 2,000 civilian staff work in the Garda Síochána in clerical, administrative, professional, technical and industrial positions. In October 2006 responsibility for these staff was transferred from The Department of Justice and Equality to the Garda Commissioner under the Garda Síochána Act 2005.
To support the Garda Commissioner in carrying out this new responsibility, a new Civilian Human Resources Division has been established. This division will carry out all aspects of human resource management and development, including recruitment, training, discipline, industrial relations and general HR administrative functions. It will also play a key strategic role in driving forward the wider Civilianisation Programme.
The civilianisation of middle and senior positions in the Garda Síochána has commenced in line with recent reports produced by the Garda Síochana Inspectorate and the Garda Síochána Advisory Group. Currently, there is a Chief Administrative Officer, Director of Finance, Head of Internal Audit, Human Resource Manager, Director of Civilian Human Resources, Accommodation Manager, Transport Manager and a civilian of Principal Officer Grade in the Information Technology section and a Director of Communications.
In addition to the abovementioned, a number of posts for specialised positions have been filled such as Telecommunications Technicians, Teachers in the Garda College, Civilian Drivers etc.
Other recruitment initiatives underway include Head of Procurement, Crime and Policing Analysts, Cartographers, Photographers, Safety Camera Management Staff, Telecommunication Technicians, Accountants and the civilianisation of some posts in Command and Control is under active consideration.
