Details on the Dossier
The Dossier
- Each document in the dossier must be signed by a judge, a magistrate or an officer of the requesting country.
- The dossier must be certified by being sealed with the seal of a minister of state, ministry, or department of state, or any person authorised to certify the dossier.
- All the pages in the dossier should be bound to the official seal by the requesting country by passing a ribbon through the official seal and through each page of the documents in the dossier, and tying the complete dossier together with the ribbon.
Contents of the Dossier
The dossier should have the following sections:
- The original warrant of arrest, the original conviction and sentence order, whichever is relevant, or an authenticated copy of these documents
- A statement of the facts of each crime giving as accurately as possible the time and place where the offence was committed. The address of the person in Ireland should be given if possible
- Photocopies of the relevant laws or, if these cannot be provided, a statement of the relevant laws. The statement should be made by a legal expert and should:
a. refer separately to each order or warrant of arrest
b. give a full description of each offence and identify the relevant legislation
c. outline the punishment which could be handed down for each offence - Material which would help to identify the person such as certified copies of photographs, birth certificate, a physical description of the person, including height, hair colour, eye colour, tattoos or any other special feature
- A proper English translation of the documents in the dossier, if relevant.
- Any other documents which may be required under a relevant treaty.
