The Department has been implementing an extensive organisational change programme responding to the recommendations made by the Independent Review Group (the Toland Report) in 2014.
Our reform programme includes ambitious actions across a broad range of areas including leadership and management; culture and human resources; communications; and governance .

Culture and Values
In March 2016 we launched our new Culture and Values Charter. This was developed through talking and listening to our colleagues in the Department, our agencies, civil society and other government departments.

Our objective is a more engaged, open and listening culture to better support and empower our people to live our core values in carrying out the Department’s work. We will support these values with a range of policies and actions plans, including in HR, Communications and Customer Service.
