The Garda Human Resource (HR) Division seeks to ensure that An Garda Síochána has the personnel resources to provide an effective and high-quality policing service. To that end, we work with An Garda Síochána to ensure that it has sufficient manpower to meet its stated objectives. It is the division’s responsibility to have the necessary Acts and statutory instruments in place in relation to numbers of members permitted in the various ranks and to monitor the implementation of agreed plans for further expansion of the force both generally and within particular ranks as required by structural changes and reforms in An Garda Síochána and policing developments generally.
Garda HR Division also assists in the development and implementation of a range of Garda HR issues including recruitment, promotions, dismissals, retirements and re-appointments. In recent years legislative amendments have and will continue to be made in relation to recruitment policy to reflect the changing and diverse society in which we live and to facilitate the recruitment of persons from different ethnic backgrounds.
Recruitment to An Garda Síochána is a matter in the first instance for the Commissioner of An Garda Síochána who utilises the Public Appointments Service when running recruitment campaigns. Apart from the roles outlined above, the Minister for Justice and Equality has no function in the process.
